It should be noted that we are calling the difference between the "expected - all things being equal"

. We are in no way suggesting that a school
with a "0" Comparative Value hasn't benefited the student. We are simply saying there was no difference on the
basis of the expected results from the CSEC Quality Score compared to the other schools. (Obviously, schools
which each year receive the highest GSAT scorers cannot improve on their rankings.)
We believe the focus should be on those schools that had significant gains or losses over what otherwise
might be expected (all other things being equal) and what makes these schools different from their peers.
