| Description: |
- Executing the Authority's mandate and mission in accordance with government policy, the RADA Act, the direction of the Board and the various policy instruments (Strategic, Corporate and Agricultural Development Plans).
- Provision of effective leadership, creativity and initiative to support the Authority's mission and vision to become the leader in the drive towards achieving national economic growth and stability through agricultural and rural development.
- The development and maintenance of a broad range of external relationships with Ministries and Departments of government, and other local, regional and international governmental and nongovernmental entities, to facilitate inter-agency collaboration, and to secure financial and logistical support.
- Designing and overseeing the implementation of appropriate strategies and programmes to ensure that government policy on poverty alleviation, import substitution and food security are pursued.
- Reviewing of the performance of the Extension Services in terms of objectives, priorities, cost projections and programmes and services, relative to annual agricultural production and rural development programmes and services, and national sectoral plans
- Determining in consultation with Management and the Ministry of Agriculture, the overall objectives, priorities, and major components of the annual agricultural production and rural development programmes and services

| Qualifications: |
- Post graduate degree in the Agricultural Sciences, Natural Sciences, Economics, Management or a related area from a recognized university.
- B.Sc degree in Agricultural Science or a related area from a recognized university.
- Training in, and exposure to business management, public administration, rural development and information and communication technology.
- Minimum of ten (10) years experience at the senior management level within the public and/or private sector.
- Determined and successful individual who can engage with key stakeholders, with absolute credibility.
- Background of team management and relationship building.
- Track record of turning ideas into measurable outcomes.
- Demonstrated leadership and staff management abilities, negotiating and motivational skills.
- Sound knowledge of government financial, accounting and administrative systems.
- Demonstrable skill in formulating, interpreting and applying policies and regulations.
- Mature and responsible with strong analytical skills, initiative and judgment.
- Ability to create synergies across a wide network of stakeholders.
