| Description: |
- Provides leadership and strategic direction for the Human Resource Management, Administration and Procurement Departments.
- Formulates and implement policies and standards;
- Provides advice and guidance on Manpower Planning,and Organizational Development matters;
- Ensures that the operations of each department are coordinated to support the achievement of company’s objectives;
- Guides the development of the strategic plans for the division in alignment with the goals of the company and ensures that adequate resources are in place to support the company’s commitments to its clients.
- Directs the overall operations of the HRM & Administration Division
- Develops and implements strategies to ensure the efficient and effective management and administration of the division
- Participates as a member of the Executive Management Team in governance processes of the organization
- Formulates and Implements policies and standards to support corporate strategy and establish alignment with stakeholders
- Leads major periodic reviews of policies and standards to ensure relevance and currency
- Coordinates the effective management of the organization’s structure / establishment, including periodic reviews in keeping with current organizational goals.
- Provides direction in respect of effective recruitment and retention strategies to meet the organization’s needs.
- Monitors the company’s Performance Management and Appraisal Systems to ensure that the intended objectives of the system are in alignment with the organization’s needs, and to ensure continued improvement of the system.
- Directs the Training & Development functions of the organization, including allocation of budgetary funding, and ensures that training and development programmes being pursued are congruent with the organization’s needs.
- Develops systems to ensure that all procurement is being conducted in keeping with the Government of Jamaica Procurement guidelines and policies that are communicated from time to time.
- Encourages compliance with Employee Relations Procedures, Labour Laws and regulations/circulars communicated by the portfolio ministry.
- Leads, coaches and motivates staff in the Division and ensures a clear understanding of the company's mission, vision and values in achieving the highest levels of service.

| Qualifications: |
- Masters in Business Administration or equivalent from a recognized tertiary institution.
- BSc. in Human Resource Management from a recognised tertiary institution.
- Ten (10) or more years experience in a Human Resource Management and Administration capacity as a strategic partner. This experience should span both the private and public sector and should include experience in the following areas:
- Managing a significant staff quotient of Information Technology professionals.
- At least three (3) years functional experience in property management.
- 3 years’ senior management experience in a similar or related capacity.
- In depth understanding of Government of Jamaica Procurement Guidelines is preferred.
- Proven functional experience at leading and implementing organization-wide change and transformation.
- Strong analytical and problem solving skills;
- Sound administrative and organizational skills
- The ability to lead and work well with a team.
