| Description: |
- Responsible for the Training and Development components within the National Irrigation Commission Limited (NIC) and the National Irrigation Development Programme (NIDP).
- Develop and implement training and development programmes, activities and services to meet the training needs of staff and project beneficiaries, including: The design of training manuals.; Creating and setting up periodic Seminars and Workshops for staff and end users at the Water Users Associations (WUAs)
- Plan training events outside of regular Agency programmes
- Train all department personnel in contemporary training methods.
- Develop quality lead personnel in the WUAs.
- Design and conduct the training and development need analysis
- Analyze programme results as required by the NIDP to enhance training effectiveness
- Provide guidance to Directors and Managers in determining training needs, career plans, job coaching and succession training.

| Qualifications: |
- Bachelors Degree in Social Science or equivalent
- Professional Training/Certification in Human Resource Development/Training Management or Adult Learning Systems
- At least 5 years experience working in the Human Resource Development/Training field at a senior level.
- Familiarity with HR Information System and methodologies would be an asset
- Sound knowledge of Training and Development Techniques
- Excellent management skills
- Ability to work in a team setting
- Willingness to work beyond normal working hours
- Ability to multi-task
- Excellent interpersonal skills
- Ability to communicate effectively, both orally and in writing.
