  • Accountable for all activities of the Management Divisions & Operational Units (comprising approximately of 1, 900 employees) in the HART Trust/NTA development, delivery & support facilities island wide, for the training, job-placement and employment of Jamaicans
  • Demonstrate a clear understanding of the H.E.A.R.T Act, 1982, and the capacity to ensure compliance with the Act; related government policies/initiatives; and with policy directives and strategic objectives set by the HEART Trust/NTA Board of Directors
  • Provide creative and transformational leadership in guiding the management team and the Organization in the requisite design, development, delivery, monitoring & evaluation, and quality assurance of all the programmes, products, processes; supports systems, and client/customer services of the HEART Trust/NTA
  • Demonstrate clear and adequate professional understanding of Technical, Vocational, Education and Training (TVET) systems; and provide technical guidance in terms of the Organization's approach to the full integration of TVET across the education system
  • Provide leadership and initiative in developing strong (public/private) partnerships for opportunities in On-the-Job (OTJ) Training; Apprenticeships/Internships; and Employment for Jamaicans
  • Interpret the Board of Directors' Strategic Objectives and develop the requisite scope of work 7 activities for the designated Management Divisions/Operating Units of the HEART Trust/NTA; and make adequate arrangement for appropriate internal quality assurance and support systems for the Agency's activities, processes, products and services
  • Ensure that the policies and programmes of the HEART Trust/NTA are consistent with the policies and programmes of the Ministry of Education; and are full integrated in every practical way possible
  • Ensure the development and maintenance of appropriate policies and procedures to safeguard all the assets of the Agency, and oversee the efficient and effective deployment of said assets, consistent with the mandate and strategic objectives of the Agency
  • Contribute to national, economic and social development, particularly, in areas of workforce development & competitiveness in Technical, Vocational Education & Training (TVET) in Jamaica and the wider Caribbean
  • Provide leadership in the Agency's interface with partners and stakeholders in the public & private sectors; and represent the Agency at national, regional and international levels on matters directly pertaining to the mandate and strategic objectives of the Agency
  • Post Graduate degree in Technical Vocational Education & Training (TVET), Human Resource Management Business Administration, Management Information Systems, and/or related fields
  • Minimum of seven (7) years working experience in a senior managerial role with previous programme development knowledge and specific responsibilities for organizing, managing and facilitating instructional systems design, development and delivery
  • Proven experience in research design and execution, project management and a verifiable track record in workforce development and enhancement
  • Demonstrated competences in public & private sector management, policy development and implementation
NB: This is a travelling position, and as such, all applicants must possess a reliable Motor Vehicle and a valid Drivers' Licence
