Description:
  • Collaborate with the implementing agencies (RADA and NIC), the Ministry of Agriculture and Fisheries (MOAF) Project Steering Committee and the Programme Manager (PIOJ) to ensure that the component 2 and subsection 7 of Component 3 of the programme are successfully implemented
  • Responsible for providing technical input into the overall management and supervision of the agricultural component of the Government of Jamaica (GOJ)/Adaptation Fund Programme and is expected to employ appropriate project management techniques and tools to minimize programme risks and ehance programme impact
  • Familiarize him/herself with the programme documetn especially the agricultural component, MOU agreement with NIE, reporting templates and guidelines of the NIE and other reporting requirements relevant to the successful implementation of the programme (agriculture).
  • Liaise with each executing agency - National Irrigation Commission (NIC) and Rural Agricultural Development Authority (RADA) and coordinate programme (agriculture) activities to esnure that they are implemented ina ccordance with the MOU agreement
  • Develop and manage procurement plan for Governement of Jamaica (GOJ) Adaptation Fund Programme and ensure that procurement is done according to the GOJ procurement rules and guidelines
  • Monitor implementation of agriculture component against the established indicators detailed in the programme Results Framework and in accordance with the Monitoring Plan
  • Prepare monitoring reports (technical and financial) for submission to the MOAF Programme Steering Committee (PSC) according to timelines agreed upon in the contract
  • Submit approved monitoring report to the Director, Project Management and Coordination
  • Supervise the preparation of budgetary requests and reports for the Ministry of Finance and Planning to ensure adequate and reports for the Ministry of Finance and Planning to ensure adequate and timely allocations for programme activities
  • Monitor the use of budgetary resources to ensure efficient efficient utilization by executing agencies
  • Conduct field visits as required to verify programme (agriculture) activities relative to stated targets
  • Manage the day-to-day operations of the implementation of the agricultural compnent, including: the supervison of staff and consultants; and the keeping of up-to-date financial and other records to facilitate programme (agriculture) evaluation exercises and audits in accordance with the Monitoring Plan and schedule
  • Prepare annual Work and Operational plans and associated budget in collaboration with the executing agencies Rural Agriculture Development Authority (RADA) and National Irrigation Commissions (NIC) and present these to the MOAF Programme Steering Committee for approval for submission to Programme Manager (PIOJ)
  • Facilitate fields/supervisory missions for project evaluation
  • Undertake closing out activities for the programme which include final financial and technical reports ans lessons learnt document, and the handing over of documents to the Ministry
  • Undertake any other activity that may be necessary for the effective management of the programme (agriculturea)
  • Travel island wide
Qualifications:
  • First Degree in Agriculture or equivalent professional qualification and experience in Project Management/Administration, Marketing or any other related fields
  • A minimum of five (5) years professional experience in Project Administrative or Management
  • Experience in working with projects and international agencies
  • Must be a dynamic and self motivating professional 
  • Capable of managing a broad array of tasks with minimal supervision
  • Excellent oral and written communication skills
  • Good organizational skills and a keen eye for detail
  • Strong interpersonal skills
  • Must be tactful and diplomatic
  • Must have the ability to work under pressure and meet tight deadlines
  • Knowledge of the operations of Government procurement guidelines
  • Proficiency in the use of relevant computer applicationd namely; Word, Excel, Project and PowerPoint
