Description:
  • Providing administrative support to the overall management and supervision of the agricultural component of the Government of Jamaica (GOJ)/Adaptation Fund Programme
  • Provide support to programme manager-agriculture in the implementation in the implementation of his/her tasks for the achievement of programme results (Communication, contracts, agenda, etc.)
  • Maintain records on all project personnel and local consultants and their respective status (Contracts, Terms of References, etc) in accordance with accepted policies and procedures
  • Prepare and issue contracts
  • Make pertinent logistical arrangements for the prompt and effective implementation of the programme (agriculture) activities
  • Draft minutes of Steering Committee Meetings (Ministry of Agriculture and Fisheries and Planning Institute of Jamaica)
  • Assume overall responsibility for administrative matters of a more general nature, such as registry and maintenance of programme - agriculture files and records
  • Arrange external and internal meetings (including the meetings of the (Ministry of Agriculture and Fisheries (MOAF) Steering Committee, Focal Point meetings, etc.)
  • Prepare requests for advance of funds and/or direct payments
  • Monitor budget expenditures and maintain a proper record of approved project budgets and their revisions
  • Prepare proposals for budget revisions
  • Prepare and submit expenditure and programme budget status reports
  • Respond to queries from the Project Steering Committees with respect to financial aspects of the programme
  • Prepare recurring reports as scheduled and special reports as required for budget preparations and audit
  • Advise and assist consultants and contractors on all aspects of allowances, travel claims and other financial matters and calculate payments due for claims and services
  • Undertake other financial and administrative tasks on an ad hoc basis
  • In accordance with the Work Plan arrange for procurement or equipment, suppliers and services
  • Ensure that contractual/procurement processes follow the Government of Jamaica (GOJ) Procurement Guidelines and Procedures
  • Maintain an equipment and spare inventory including verification and transfer when required
Qualifications:
  • First Degree in Economics, Finance, Accounting, law, Public Administration or related field
  • Minimum of two (2) years professional experience in Project Administrative capacity or related field
  • Experience working with projects with international agencies
  • Strong interpersonal skills
  • Excellent oral and written communication skills
  • Must be tactful and diplomatic
  • Knowledge of the operations of Government procurement guidelines
  • Proficiency in the use of relevant computr applications namely; Word, Excel, project and PowerPoint
