| Description: |
- Providing administrative support to the overall management and supervision of the agricultural component of the Government of Jamaica (GOJ)/Adaptation Fund Programme
- Provide support to programme manager-agriculture in the implementation in the implementation of his/her tasks for the achievement of programme results (Communication, contracts, agenda, etc.)
- Maintain records on all project personnel and local consultants and their respective status (Contracts, Terms of References, etc) in accordance with accepted policies and procedures
- Prepare and issue contracts
- Make pertinent logistical arrangements for the prompt and effective implementation of the programme (agriculture) activities
- Draft minutes of Steering Committee Meetings (Ministry of Agriculture and Fisheries and Planning Institute of Jamaica)
- Assume overall responsibility for administrative matters of a more general nature, such as registry and maintenance of programme - agriculture files and records
- Arrange external and internal meetings (including the meetings of the (Ministry of Agriculture and Fisheries (MOAF) Steering Committee, Focal Point meetings, etc.)
- Prepare requests for advance of funds and/or direct payments
- Monitor budget expenditures and maintain a proper record of approved project budgets and their revisions
- Prepare proposals for budget revisions
- Prepare and submit expenditure and programme budget status reports
- Respond to queries from the Project Steering Committees with respect to financial aspects of the programme
- Prepare recurring reports as scheduled and special reports as required for budget preparations and audit
- Advise and assist consultants and contractors on all aspects of allowances, travel claims and other financial matters and calculate payments due for claims and services
- Undertake other financial and administrative tasks on an ad hoc basis
- In accordance with the Work Plan arrange for procurement or equipment, suppliers and services
- Ensure that contractual/procurement processes follow the Government of Jamaica (GOJ) Procurement Guidelines and Procedures
- Maintain an equipment and spare inventory including verification and transfer when required

| Qualifications: |
- First Degree in Economics, Finance, Accounting, law, Public Administration or related field
- Minimum of two (2) years professional experience in Project Administrative capacity or related field
- Experience working with projects with international agencies
- Strong interpersonal skills
- Excellent oral and written communication skills
- Must be tactful and diplomatic
- Knowledge of the operations of Government procurement guidelines
- Proficiency in the use of relevant computr applications namely; Word, Excel, project and PowerPoint
