Japan Caribbean Climate Change Partnership (JCCCP) Pilot Project Irrigation Specialist Title: Irrigation Specialist to support the design of an Irrigation system for the Pilot Project entitled “Demonstrating climate resilient technologies for enhanced agricultural production and sustainable livelihoods in rural farming communities of St Ann” under the Japan Caribbean Climate Change Partnership Country: Jamaica Post Level: Local Type of Consultancy: Individual Consultancy (IC) Deadline: 4 December 2017 (midnight) Expected start date: 15 December 2017 Period of assignment/services: Sixty (60) working days

Background:

The Japan Caribbean Climate Change Partnership (JCCCP) Project is a regional Project with the overall objective of assisting countries to enhance their capacities in climate change adaptation and mitigation. Participating countries are Jamaica, Guyana, Suriname, St Lucia, Grenada, St Vincent, Belize and Dominica. UNDP serves as the overall implementing partner for the project through its regional office in Barbados, while the Jamaica component is being implemented through the UNDP office in Jamaica in collaboration with key stakeholders. The Project, which is financed by the Government of Japan, seeks, among other activities in Jamaica, to implement Community Based Pilot Demonstration Projects in the priority areas of Sustainable Agriculture & Water Resources Management. The Pilot Project entitled “Demonstrating climate resilient technologies for enhanced agricultural production and sustainable livelihoods in rural farming communities of St Ann”, is one of the Pilot Projects approved for implementation in Jamaica by UNDP and local stakeholders.

Key Duties and Responsibilities:

The consultant is required to conduct desk reviews, collaborate with the technical experts and travel to the Cascade area in St Ann to meet the stakeholders and collect data relevant to the assignment. Using a phased system, the consultant will be required to complete the following:

Phase I

1. Review project related documents.
2. Conduct site inspection and mapping to identify number of farms and the relative proximity to the Demerea Ponds.
3. On the basis of the geographical location of the farms relative to the ponds, make a determination on the number of farms that can be provided with water access from the pond.
4. Of the farms outside of the feasible limits to access water from the pond, identify farms that can be provided with water harvesting and storage facilities.
5. Prepare a Report for review by UNDP and technical experts outlining the proposed Plan for the Irrigation systems. 

Phase II

Following review of the farms identified in 3 and 4 above, by the UNDP and technical experts, prepare the following:

1. A detailed engineering design of a suitable irrigation system to include:

a. The Demerea Pond as the source of water;
b. A conveyance system to lead water from the pond to an elevated spot;
c. Elevated storage tanks to store water;
d. Solar pump(s) to move water to elevated tanks;
e. Drip irrigation system from storage to farms;
f. Rain water catchment and storage for farms outside of the range of the Pond.

2. Prepare a Statement of Works for use in contracting engineering services for installation of the irrigation system designed. The Statement of Works should include, but not limited to:

a. Scope of work
b. Work
c. Location Description
d. Work requirements
e. Scheduling/milestones
f. Detailed costing
g. Associated legal, regulatory and statutory requirements
h. Training recommendations
