Job Summary

Reporting to the Director Corporate Services, the Human Resource Manager is responsible for the planning, organizing, directing and controlling of the personnel and Administrative functions of the WCJF while ensuring compliance of policies and the WCJF is equipped qualified competent human resources

Key Responsibilities

1) Plans, directs, organizes the function of the HRM unit
2) Provides leadership and supervision to staff through effective setting, delegation and communication of duties and responsibilities
3) Provides information to management and employees on personnel policies and procedures
4) Directs and coordinates the recruitment process to ensure that adequate staff are in place
5) Participates in negotiations on industrial relations matters;
6) Conducts research and provides information on human resource issues as requested
7) Plans and conducts new employees orientation to foster positive attitude towards company goals
8) Conducts training in needs analysis in consultation with senior managers
9) Evaluates effectiveness of training programmes and recommends changes as necessary
10) Identifies courses that are of relevance to the organization and recommends such to the Director, Corporate Services to explore the possibilities
11) Provides information to staff regarding eligibility of benefits
12) Ensures that the proper procedures are engaged in recruitment, promotions, transfers discipline and training
13) Conducts preliminary investigations on complaints made by staff and submit reports to Director
14) Ensures completion of performance appraisal forms by all supervisors and managers
15) Provides leadership to staff through coaching mentoring and training.
16) Ensures that staff are aware of and adhere to the policies, procedures and regulations of the Foundation
17) Manages the welfare and development of staff through the preparation of performance management system
18) Prepares strategic operation plans, reports on an annual budget of human resource operations
19) Implements career development process that integrate with succession and planning and performance management
20) Makes staff aware of Occupational Health and Safety policies and procedures, safe work practices and ensure compliance.

Required Skills/knowledge and Competencies

• Knowledge of personnel and labour relations, leave, rules and regulations;
• Excellent knowledge of government HR policies and procedures
• Sound knowledge of the Staff Order for Public Service, the various Acts/Legislation relating to HR/IR and current relevant employment related laws
• Excellent oral and written communications skills
• Working knowledge of relevant computer applications
• Excellent leadership and interpersonal relationship building skills
• Good organizational an express ideas in a logical sequence to develop reports or offer explanations
• Ability to delegate, motivate and operate in a diverse environment
• Excellent analytical, problem solving, organizing, planning, coordinating, negotiating and decision making skills
• The ability to think critically and present information to all organization levels including the Directors to create an effective business case and influence decision making
• Ability to exercise sound judgement and conviction of purpose in unfavourable and unpopular situations
• Demonstrated ability to lead and conduct negotiations and consult with internal and external stakeholders
• Bachelor’s Degree in Human Resource Management or related field
• Certificate in Supervisory management or Administrative Management
• Minimum three (3) to four (4) years working experience
• Must own and operate a reliable motor vehicle
