Description:
The Government of Jamaica has received funding from theWorld Bank towards the Strategic Public Sector Transformation Project and intends to apply a portion of the proceeds to fund project staff to support the Government of Jamaica Transformation Programme.

The Government is committed to enhancing the efficiency, quality and cost effectiveness of public services. It is expected that the programme of public sector transformation will include: the merger, closure, divestment, and outsourcing of government functions which are better performed by the private sector; the introduction of shared corporate services for communications, human resource management and asset management, and the centralization of legal services; the reduction of the number of public bodies and the strengthening of the financial reporting requirements on those entities that remain; and ensuring, where required, that a well-structured transition plan [for private sector employment] is in place to support those public employees who may be affected by such activities.
In order to achieve these objectives a Project Implementation Unit is to be established at the Office of the Solicitor General to execute the implementation of the Centralization of Legal Services in
the Government of Jamaica. To this end, the Ministry is seeking to secure the services of the following full time project staff.

The objective of the assignment is to design and guide implementation of a change strategy that supports the centralization of Legal Services, in an effort to support the public sector as it navigates a smooth and successful
transition to a new public sector environment, as well as to support individual projects and initiatives to devise strategies that address the specific change issues affecting their stakeholders.

The Ministry of Finance & Public Service (MOFPS) now invites eligible and qualified individuals to submit full Curriculum Vitae for the mentioned positions. Project Staff in the Implementation Unit will be engaged for two (2) years in first instance after which the contractual terms will be reviewed and an extension of the period may be considered.

Qualifications:
A Degree from a recognized university, in Psychology, Human Resource Management, Organisational Development, or other related field;
Experience and knowledge of culture change principles and methodologies, evidenced
by an internationally recognized professional certification in Change Management;
Experience implementing large scale organisational change efforts;
Experience implementing culture change interventions within the Public Sector;
Familiarity with project management approaches, tools and phases of the project lifecycle;
Exceptional written and verbal communications skills;
Excellent active listening skills;
Problem solving and root cause identification skills;
Strong analytic and decision making abilities;
Able to work effectively at all levels across the Public Sector;
Must be a team player and able to work with and through others;
Ability to influence others and move toward a common vision or goal;
