Public Outreach Specialist

Tetra Tech DPK seeks a part-time Public Outreach
Specialist to support the U.S. Agency for International
Development (USAID)-funded Jamaica Community
Empowerment and Transformation – Phase II (COMET
II) project. The project is designed to strengthen
community and civil society organizations, increase
citizen cooperation and accountability, strengthen
juvenile justice and youth at-risk programs, and
further support community based policing practices.
The project will also support improvements in the
adaptive capacity of communities to prepare for the
impacts of extreme weather events and to address
global climate change adaptation issues.
Under the supervision of and reporting directly to the
chief of party, the Public Outreach Specialist will be
responsible for the implementation of the following
• Successfully place at least three media slots per month
that feature one of the following: one COMET II grantee;
a COMET II community/organization addressing issues
that COMET II targets; or an activity supported by COMET
II or partner organization. The ultimate goal being to high
light the positive development in the communities and
the work of these entities and partners to address issues
of concern to their communities.
• Arrange logistics for the opening of Community Resource
Centers (CRC) inclusive of scene setters, draft speeches,
agenda, invitations, media coverage. Follow-up with
media houses on press releases or media coverage of
CRC openings
• Draft one success story per month for USAID including
identifying story topics, collecting information, gathering
quotations, and drafting and/or editing the success
stories prior to submission to USAID.
• Other related tasks as requested by the Chief of Party
Minimum Requirements:
• Relevant Master’s degree and at least 10 years of
experience in public outreach and/or mass media.
• Considerable experience and technical expertise working
with community-based organizations and NGOs in a
participatory approach.
• Experience working in dynamic inner-city communities
and an understanding of the socio-cultural issues and
nuances of working in such communities is highly
• Knowledge of or prior experience working on community
policing, civil society and community strengthening
activities is a plus.
• Proficiency in Microsoft Office,
• Proficiency in photography, video editing and photo
editing software,
• Proficient in the use of social media and graphics
• Excellent communication, cultural sensitivity,
management, problem solving, and analytical skills
• Experience working in the Caribbean region and on USAID
