Planning Analyst (SOG/ST 6)

SALARY SCALE: $1,458,266.00 - $1,733,420.00 per annum

Travelling/Upkeep Allowance (with own motor vehicle) $707,448.00 per annum


Under the supervision of the Senior Director Mitigation, Planning & Research, the Planning Analyst is responsible for integrating physical planning theory and practices with disaster management trends through the use of hazard maps and other risk management platforms. The incumbent is also responsible for the reviewing of development plans submitted for approval, national disaster plans and specific national response plans


Review of development plans from the Town Planning Department and Parish Councils.
Assist in developing detailed contingency plans, to meet the effects of likely disaster; for government agencies and parish councils.
Review/incorporation of Building Code Zoning, physical planning issues in national plan development.
Develop, review or assess where applicable contingency plans for private sector companies.
Assist in formulating regulations for the Disaster Risk Management Act.
Designing and executing simulation exercises to test the effectiveness of contingency/disaster plans.
Conducts Hazard/vulnerability assessment.
Prepare damage assessment reports after incidents
Develop standards for hazard prone areas.
Conducts damage assessment surveys after disasters.

Knowledge of the relevant Planning Laws and regulations.
Knowledge of the contingency planning process, elements of planning.
General knowledge of the hazards (natural & manmade) and how they impact on development planning.
In-depth knowledge of the development plan review process of Town Planning Department, Parish Councils and Natural Resources Conservation Authority.
Knowledge of geographic information systems and their use in physical planning and disaster management.
The application of physical planning theory to disaster management and development.
Conduct hazard risk and vulnerability assessments
Conduct damage assessment analysis and data collection.


First degree in Physical Planning, Earth Sciences, Natural Science (preferably a MSC in Planning).
4-5 years working in development planning either in government or private practice, in Jamaica, and familiarity with local regulations.
Five (5) years or more lecturing in the subject area, or working in a related agency eg. Natural Resources Conservation Authority with planning related duties.
