The Systems Analyst/Programmer is required to provide general oversight for the Institute’s Information and Communication Technology (ICT) environment. This includes designing and developing systems and processes using a variety of tools and techniques in order to provide decision-quality information to strategic University managers and general campus community.

The successful candidate will be required to:

• Work with executive teams to determine growth needs of the Institute;
• Monitor technology changes and delivery, and update the Executive Management Team;
• Determine ICT requirements for each project engaged by the Institute and provide project management services;
• Provide technical and editorial management of the content on the CAIHR website, including updates to the website's content management system;
• Identify problem areas and implement strategic solutions in a timely manner and design and implement maintenance procedures;
• Develop an ICT disaster recovery plan for business continuity;
• Perform collaborative process development and process re-engineering which may involve coordinating external project teams for the implementation of projects;
• Enable end users with ICT solutions to: Develop ICT standard operation procedures/operations manuals and provide basic computer skill training for staff;
√ Enhance the Institute’s network security via the maintenance of local firewalls and the promotion of proper user and system practices;
√ Establish relevant and proper backup procedures for the Institute;
√ Systems Access Control / Security Management - Design and configure access control strategies including security profiles/ user accounts on server/domain and maintain the relevant security profiles assigned.

Essential Qualifications and Experience:

• Post-graduate degree in an ICT related field;
• Computer Programming (Java, Oracle Forms, PL/SQL);
• Database administration (MySQL, Oracle);
• Web development tools (CSS, ZK, JavaScript, other Java based tools, PHP, Drupal, CMS);
• Operating Systems (RHEL/CentOS, Windows, Linux);
• Open source tools;
• System administration;
• A minimum of three (3) years’ experience in a supervisory or management position.

Candidates who possess the following will be at a distinct advantage:

• Project management practice;
• MCSE or CCNA Certification;
• Developing software program specifications from user


• Java web based programming;
• Competency in the areas of web development and design;
• Business Process Analysis and Re-design;
• Flowcharting and Systems Documentation;
• Software Development Lifecycle.
