Parliamentary Committee raps Justice Ministry Permanent Secretary

Another Permanent Secretary has incurred the wrath of members of Parliament's Public Administration and Appropriations Committee (PAAC) after she failed to appear at yesterday’s meeting at Gordon House, even though she was previously summoned.

Permanent Secretary in the Ministry of Justice, Carol Palmer, did not attend yesterday's meeting as she was reported to have had another engagement.

In a message from committee chairman Edmund Bartlett, which was read by acting chairperson Marissa Dalrymple Philibert in his absence, the oversight body was told that a letter should be sent to the Cabinet Secretary, Ambassador Douglas Saunders, on the matter.

Dalrymple Philibert emphasized that the nation's business and the work of the PAAC should not in any way be hampered by the absence of persons who are asked to appear before the committee.

Dalrymple Philibert then instructed the committee clerk to dispatch a letter to Ambassador Saunders.

Committee member Mikael Phillips said a strong message must be sent to the Cabinet Secretary in relation to the non-attendance of permanent secretaries when summoned.

Another committee member, Fitz Jackson, reminded the committee that the oversight body had sent a letter to the Cabinet Secretary about a similar occurrence last year.

At that time, Permanent Secretary in the Ministry of Science, Technology, Energy and Mining, Hillary Alexander, had tendered an apology that she would not be able to attend a September 19, 2012 meeting of the PAAC.
