Former Cabinet secretary recommends public sector negotiations

Former Cabinet Secretary Dr Carlton Davis is recommending that the Jamaican Government negotiate with public sector workers for a reduction in leave entitlement.

Dr Davis was making a submission to Parliament’s Public Administration and Appropriations Committee at Gordon House yesterday.

His presentation comes against the background of the recommendations of the Public Sector Transformation Unit for the restructuring of public sector entities.

Dr. Davis argues that the current leave arrangements in the public sector, including executive agencies, should be reduced to the levels applicable to new entrants in the public service.

He says the ancillary and the most vulnerable in the public sector would be axed.

The retired former Cabinet Secretary who served in the public sector for some 40 years has also proposed an acceleration of the process of pension reform to a defined contribution system, fully implemented in three years.
