NewsPOLICE: Murdered youth advocate was not a cop2013-02-07 09:59:46 | (0 Comments) ![]() Director of Communications in the JCF, Karl Angell - File Photo Bailey’s bullet-riddled body was found in an open lot in Portmore, St. Catherine on Sunday. President of the National Youth Council, Ryan Small, had identified Bailey as a School Resource Officer, a youth parliamentarian and President of the Jamaica Youth Crime Prevention Council. He says he had always known Bailey to be a member of the force who was in possession of a JCF identification card. But Director of Communications in the JCF, Karl Angell, says the deceased was not a member of the constabulary. In fact, he says Bailey was charged twice for impersonating a policeman. Angell says in order to be a School Resource Officer, one has to be a member of the police force.
