Contractor General Dirk Harrison says it is too early for his office to get involved in the transshipment and logistics hub project.
Harrison says since nothing has been finalised the project is outside of his jurisdiction.
Environment groups have raised concerns about how the government is going about the project with the Chinese investors.
Minister of Water, Land, Environment and Climate Change, Robert Pickersgill, last week said the government was giving serious consideration to the Goat Islands which is the investor’s preferred site.
Since then there have been calls for details of the plan but no such information has been provided by the government.
Pickersgill, and the Investment and Commerce, Minister Anthony Hylton, released statements to the media saying consultations will be held on the project while stressing that Cabinet is yet to make a final decision.
They also sought to assure that all environmental regulations and laws will be observed.
