A release from the Ministry of Transport, Works and Housing said the assignment of Buchanan to oversee the works portfolio would be a temporary one.
His new role took effect today and will see him primarily being responsible for the National Works Agency (NWA).
Minister of Transport, Works and Housing Dr Omar Davies says he is delighted to have Buchanan on board as he has proven himself as a tireless and stridently dedicated public servant.
The post in the transport and works ministry became vacant after the former works junior minister, Richard Azan, resigned in the wake of controversy regarding his role in the Spaldings Market controversy.
Azan, who is the Member of Parliament for North West Clarendon, had admitted to instructing a private contractor to construct 10 shops at the market last September without the permission of the Clarendon Parish Council.
The Office of the Contractor General had suggested criminal proceedings be instituted against Azan for his role in the matter, leading Azan to resign.
However, the Director of Public Prosecutions ruled that there were no grounds on which to charge Azan.
