Chang questions rationale behind NWC increase

Opposition Spokesman on Water, Dr Horace Chang, is questioning the rationale behind the rate increase granted to the National Water Commission.

He says the decision to increase the rates by 13 and 18 per cent while reducing the K-factor from 27 per cent to 14 per cent will not lead to greater efficiency at the NWC or any savings to consumers.
Chang says he is particularly puzzled about the reduction in the K-factor charge, as the mechanism was meant to satisfy the need for capital investment and reduce non-revenue water by rehabilitating compromised systems.
He is cautioning that the program that was put in place by the previous government for projects such as the Bog Walk Line and the Kingston Water Improvement Project could be compromised.
Chang says he welcomes the OUR’s decision to review the K-Factor program but says it is not enough.
He is calling for the OUR to go a step further and conduct a full management audit of the NWC to ensure that the money paid by customers for the programme is not being wasted.
