Clarendon Parish Council secretary manager hits back at Maragh

Secretary manager of the Clarendon parish Council, Rowhan Blake, is seeking to set the record straight regarding attempts to have a no-confidence motion moved against May Pen mayor Scean Barnswell.
The secretary manager is refuting statements made by minority leader, Winston Maragh, in relation to the expected motion yesterday.
Maragh had expressed dismay that the no confidence motion had not been placed on the agenda of yesterday’s council meeting, though he said he gave notice of the matter two weeks ago.
However, in a release this afternoon, secretary manager, Rowhan Blake, said no notice had been given at a Planning and Development Committee Meeting as indicated by Maragh as that would not have been the proper forum.
Blake is also dismissing claims Councillor Maragh gave him a written notice for a motion to be debated at a Special Meeting of the Parish Council.
He says a special meeting can only be called by the Chairman of the parish council or his deputy if requisitioned by at least five members.
Blake says it is only if the chairman or his deputy refuses to call such a meeting that the secretary general would then send out notices of the meeting.
He notes that Councillor Maragh cannot by himself request a special meeting and that the request should first be made to the Chairman.
Blake is insisting that Councillor Maragh has not followed that procedure.
The May Pen Mayor has been under fire to resign after the contractor general alleged that Barnswell attempted to mislead his office in the Spaldings Market probe.
Barnswell has been charged with attempting to mislead the contractor general and pleaded not guilty to the offence when he appeared in the Corporate Area Resident Magistrate’s Court on Tuesday.
