France, Germany to hold spying talks with US

France and Germany are seeking to hold talks with the United States (US) before the end of the year to settle a row over allegations of US spying.
This announcement by German Chancellor Angela Merkel follows claims that her mobile phone and millions of French calls may have been monitored by the US National Security Agency.
With the spying allegations threatening to overshadow the European Union summit in Brussels, Merkel warns that once seeds of mistrust are sown, it makes cooperation on intelligence issues more difficult.
Speaking at the end of the first day of the talks, Merkel said France and Germany want to create a framework with the US on surveillance.
