OUR amends RFP for Renewable Energy

The Office of Utilities Regulation (OUR) has made several amendments to its Request for Proposal (RFP) for the supply of up to 115 MW of Electricity Generation Capacity from Renewable Energy Based Power Generation Facilities on a Build, Own and Operate (BOO) basis. These amendments are set out in Addendum No. 1 to the RFP and are based on feedback received from interested parties at the pre-bid meeting last month, as well as other considerations. Among the changes made is Clause 3.2.19 of the RFP which deals with the submission of a Proposal Security. In the original document, applicants were required to submit a Proposal Security of 1% of the expected total capital cost of the proposed project upon the submission of the proposal to the OUR. This 1% should now be submitted after the applicant has been notified of his selection to develop a renewable energy project(s).

In Clause 2.1 of the RFP, the definition of “Dependable Capacity” has been amended to read “The amount of sustained capacit (Net Production as measured at the Interconnection Point) in kW from the Complex after commissioning, and as determined by periodic testing”. The amendments, contained in Addendum No. 1, also include an extension of the deadline for the submission of proposals to June 3, 2013.

The extension of the deadline has resulted in an adjustment to the dates for several deliverables including the beginning of construction of the successful project/s, and the proposed commissioning dates.
