Indecom probes shooting death and injury

The Independent Commission of Investigations has commenced an investigation into the shooting death of a civilian and the injury of another on Friday, March 30, 2012 at approximately 5:50 p.m.
The deceased has been identified as Richard Hylton also known as “Uncle,” and the injured man is Ronald Ouboine of Grants Pen and Barbican Road addresses respectively.


According to the police report, a team of police officers from the Mobile Reserve were on patrol when they observed a vehicle operating in a manner that aroused suspicion. They signaled the driver stop and the driver slowed. The police allegedly used their service vehicle to block the path of the vehicle.

They disembarked the vehicle and took tactical positions, after which instructions were given to the driver of the vehicle to switch off the ignition and exit the vehicle. The driver did not comply. One of the officers approached the front right side of the vehicle, at which time one man ran out and into the bushes. The male in the left passenger emerged from the vehicle armed with a handgun and opened fire. The officer was shot and injured and a brief gun battle ensued.

The other two men were later found - one of them suffering from gunshot wounds; they were all taken to the hospital where one was pronounced dead, the other (Ouboine) was admitted and the third man, who was not injured, was taken into custody.


There are no known witnesses to this incident at this time.
The INDECOM Forensics Team processed the scene.
