Four killed in Old Harbour identified

The Independent Commission of Investigations (INDECOM) has confirmed the identity of all four civilians killed in the multiple fatal shooting incident in Old Harbour Bay St. Catherine on June 14, 2015.

The deceased men have been identified as Jermaine O’Connor (31); Carlington Steeling (22); Kemar Frazer (26) and Javian Watson (16).  


The Commission launched the investigation into this multiple fatal shooting incident in Old Harbour Bay, St. Catherine on June 14, 2016. The incident occurred at approximately 3 p.m.

One of the four men was identified as Jermaine O’Connor while the other three were to be identified.

The initial report from the police is that five (5) police officers of the Old Harbour Operation Support Team (OST) were on patrol in the area when this alleged confrontation occurred. The police allegedly recovered the (3) firearms in the incident.

A team of investigators and forensic examiners responded to the incident at approximately 4:30 p.m. on the day of the incident. Forensic examiners processed the scene of the incident and the firearms of the concerned officers were taken out of circulation and submitted to the Government Forensic Laboratory for analysis. Investigators interviewed civilians and police officers regarding the incident; the concerned officers were also interviewed and served with Notices to attend INDECOM and give their account.

The concerned officers were interviewed on June 16, 2016. Interviews continue today.
