AUDIT OF SMALL PASSENGER VESSELS COMPLETED - MONTAGUE URGES RESPONSIBLE TRANSPORTATION ON WATER

Transport and Mining Minister, Honourable Robert Montague, is urging members of the public to be vigilant and exercise caution when using boats for transportation on water. These include various safety measures such as the wearing and proper fitting of appropriate lifejackets and evidence of seaworthiness certificates, passenger capacity of the craft and the certification of the boat operators.

This comes of the helm of the completion of an audit of marine passenger carrying vessels around the Port Royal/Palisadoes and Portmore environs. The Transport Minister made the request for an audit from the Maritime Authority of Jamaica (MAJ), following the boating incident which occurred in December 2018, where a canoe transporting 13 persons sank resulting in the deaths of two persons.
The findings of the audit was completed on January 15 and revealed that approximately 82 vessels were found in the two areas. While majority of the vessels seen by the MAJ were documented as fishing vessels with the Fisheries Division, some were not documented at all, while some were laid up and not operating when the exercise was carried out. Additionally, only three were registered and certified by the MAJ to carry passengers.
Therefore majority of the vessels would have been operating illegally as passenger carrying vessels.
Minister Montague has expressed his pleasure at having the audit completed in such a timely manner and has indicated that he is looking forward to the implementation of adequate signage to indicate to persons using boats for transportation on water, the cautions to be followed before embarking on those boats.
The Minister has also requested that safety sensitization seminars which the MAJ had planned be brought forward to Thursday January 17, 2019 and the first such seminar should target Port Royal and Portmore operators.
The MAJ will also inspect and target the undocumented vessels in the coming weeks to ensure that they are seaworthy and will also seek to ensure that those owners who wish to carry passengers must have their vessels so certified.
