The Caucus of the Jamaica Labour Party (JLP) of the St. James Parish Council (STJPC) views with grave concern the arrest and alleged involvement of its People’s National Party (PNP) colleagues, namely, deputy mayor Michael Troupe (Granville division) and Sylvan Reid (Salt Spring division), in the lottery scam, which, according to United States embassy reports, have been used to fleece approximately $2.5 Billion from unsuspecting American victims in 2008 alone, and which, by police reports, have caused the death of over 100 persons in St. James.
According to the Caucus, this ugly affair has further sullied the good name of the STJPC and represents a source of adverse publicity and embarrassment for the people of Montego Bay and a dark day in the history of the friendly city.
The minority Caucus notes that while it subscribes to the principle of due process and recognizes their innocence until proven guilty, we believe that the nature of the allegations and its implications on the image and reputation of the Council warrants the immediate resignation of both gentlemen from their elected and appointed positions, so as to restore the good name of the STJPC.
As a matter of urgency, the leadership of the PNP must exert its influence to prevail on the councillors to do the decent thing so as to minimize the negative impact on the City and to demonstrate its will to break the link between politics and criminality. Further, the PNP must publicly commit to investigate whether it unwittingly received proceeds from the lottery in its campaign during the general and local elections, as this is important to dispel any perception of tainted money influencing the democratic process.
The JLP Caucus advises that while the Council is currently on its annual recess, it will be prevailing on Mayor Glendon Harris to convene a special general council meeting to treat with this national matter of public interest, as pursuant to the by-laws, the chairman of the Council is the sole person so empowered.
The JLP Caucus commends the members of the lottery scam taskforce, under the leadership of Supt Leon Clunis, for their professional and unrelenting efforts in arresting the pervasive scourge of the lottery scam which has grave implication for the tourism product and the business community of this noble city.
