July 23- PM Edward Seaga convenes a meeting with a group of influential Jamaicans to share the idea of HEART. Aug 24- The HEART Act is piloted in the Parliament and enacted into law on Sept 1. Nov 4, 1982- HEART is launched at the National Arena in Kingston. By Sept 1984, 10,357 school leavers trainees, 728 firms and 65 schools were engaged in the SL-TOP onthe-job training scheme. HEART initiates Community-Based Training through partnerships with churches, NGOs and communitybased organisations. HEART assumes control of the LEAP Centre from the Ministry of Education and expands outreach and skills development programmes for street children in Kingston. Launch of Institutional-Based Training Sept 1, 1983- Ground is broken for the Portmore Academy. Jan 1984- The Stony Hill Academy opens with 150 trainees followed shortly by the opening of the School of Cosmetology. HEART acquires Garment Industry Training School in 1985 and redevelops it as GARMEX Academy that would serve the growing 807-industry. 1986- the Runaway Bay HEART Academy opens with 75 trainees to serve the Tourism industry. 1987- Ebony Park Academy for agricultural skills opens in Clarendon with 150 students and residential accommodation for 500 learners. 1988- Kenilworth Academy opens, offering multi-skilled training in apparel and sewn products and hospitality skills for industries in western Jamaica. NCTVET operationalized in 1994 to accredit and register TVET institutions in Jamaica and award the NVQ-J certification. The Trust also funded a development programme to improve TVET programme delivery in the nation’s technical high schools. 32
