THE WEEKLY GLEANER | OCTOBER 15 - O CTOBER 21, 2020 | www .jamaica-gleaner.com | I The purpose of theNDP is to establish a framework for the coordinated engagement of Jamaica’s diaspora, in keeping with the Government’s commitment to broaden the inclusion of the diaspora in nation-building, recognising the tremendous capacity, interests and resources within the distinct diaspora groupings, and to promote their interests and well-being. GUIDING PRINCIPLES There are nine guiding principles that encompass the beliefs and values of the Ministry of Foreign Affairs and Foreign Trade and serve to inform the operations of the Ministry in diaspora matters. The guiding principles are: patriotism, inclusive participation, trusted partnerships, intergenerational engagements, respect for human rights, gender equity, evidence- based approach, mutuality and communication. They foster a culture of understanding regarding the importance of the diaspora to Jamaica’s sustainable development path and provide a foundation that underpins the conceptualisation and context of the policy. These guiding principles align with the global thrust for credible engagement of the diaspora in economic and social life. POLICY GOALS Eight major policy goals have been established for the National Diaspora Policy. These treat with diaspora engagement and facilitation of their partnership in national development, including through their human capital inputs; promotion of the well-being of Jamaicans at home and abroad; and the engagement of young people. KEY THEMATIC AREAS Building on the established guiding principles and the eight major policy goals, the diaspora developed, by consensus, 10 thematic areas of interest to shape this policy document.
