VICE PRESIDENT (PUBLIC PROCUREMENT)

Description:
The Port Authority of Jamaica is seeking a qualified, results-oriented, metrics-driven individual with expertise in the procurement of goods, works and services to head our Specialist Public Procurement team. The scope of these responsibilities includes developing and implementing a strategic approach to the corporate procurement process, ensuring that all goods, works and services for the Authority and its subsidiaries are procured in a timely and competitive manner in full compliance with the Government of Jamaica Procurement Act 2015, Regulations 2018, procedures, policies and practices.


The successful candidate will, among other related functions:

Oversee and manage:

• Local and overseas procurement operations (including shipping, clearance, delivery activities for imports and exports)

• The Contract Award process - tendering and award (preparation of bid documents, solicitation, completion of tender reports, award of contract, term/single contracts, framework agreements)

• Approved standards for sourcing and selecting suppliers, identify suppliers for all required goods/work/ services, advise on suppliers’ reliability, suitability, performance.

• The activities of the Procurement Committee and approval process for contract awards.

• The timely submission of quarterly, monthly, annual reports to Ministries and Entities of the Government of Jamaica.

• Guide and direct officers of the PAJ in correct procurement procedures/decisions.

• Provide leadership and guidance to direct reports through effective planning, coaching, training.
Qualifications:
MINIMUM QUALIFICATIONS, EXPERIENCE & KEY COMPETENCIES

• Masters’ degree in Business/Public Administration, Management, Logistics, International Supply Chain
Management.

• Certificate in Public Procurement: UNDP/CIPS Level 3 or INPRI Levels 1-4 or other certified
procurement management qualification.

• Eight (8) years progressive experience in procurement, at least 4 in a senior capacity.

• Extensive knowledge of GOJ’s Public Procurement Act 2015, Regulations 2018 and the FAA Act,
procurement cost structures, drivers, technologies, economic and financial analyses

• Materials/Project/contract/supplies management, budget preparation.

• Skills: excellent oral/written/presentation communication, good judgement, analytical, decision-making,
problem solving, leadership, negotiating, human relations, manage competing demands, meet deadlines,
project management.
