Page 59 of 215 Petrojam Limited Integrity Commission October 2019 Preparation of Estimate for the Construction of the Classrooms Mr. Romand Fisher, Deputy Superintendent, Roads and Works, was stated as the individual who prepared the estimate in relation to the preparation of the estimate for the construction of the referenced classrooms. Mr. Fisher indicated the following, inter alia , as it regards his involvement: “ … I was asked to prepare a cost forecast for the construction works to be executed at the Homestead Primary School for the construction of two (2) classrooms. A proposed layout was provided by former Councillor of the Homestead Division Owen Palmer (now deceased). … In April 2015 I was initially approached by the Environmental Health Foundation to provide an estimate for the construction of a classroom block at the aforementioned primary school …In 2017 I was once again asked to prepare another estimate for the 31 Requisition response of Mr. Everton Thomas, Former Principal, Homestead Primary School, dated March 7, 2019.
