NAME OF FEATURE | THE GLEANER | SUNDAY, FEBRUARY 2, 2025 13 INTERNATIONAL CUSTOMS DAY/CUSTOMS WEEK FEATURE THE WORLD Customs Organisation (WCO) has chosen ‘Customs Delivering on its Commitment to Efficiency, Security and Prosperity’as its theme and key areas for focus for the customs agencies across the globe for 2025. The simplification of customs clearance and reduction in its cost and time is at the core of trade facilitation. Increased efficiency therefore must be at the foundation of any successful modern Customs agency and the ongoing modernisation of processes to increase efficiency and customer experience, has become a hallmark of the Jamaica Customs Agency (JCA). The implementation of digital services and channels for service delivery such as the online duty estimator, the JCA Mobile App, 24/7 access to forms and a range of e-Services for example, ensure that JCA services and information is conveniently and reliably accessible to its customers and stakeholders. Another example is the Jamaica Single Window for Trade (JSWIFT) platform, providing a single electronic portal for the submission of applications and payment of fees for licenses, permits and certificates in connection with import, export and other requirements. This has resulted in faster processing times, transparency through user dashboards and decreased costs where stakeholders apply to different agencies, often supplying the same or similar information. The JCA continues its engagement with key partners to expand the number of border regulation and government agencies whose requirements may be processed through JSWIFT. We look forward to the new Customs Act to support the Agency’s ability to achieve its strategic objectives and encourage voluntary compliance. Among JCA’s mandates is the protection of Jamaica’s borders against illicit imports. There has been upskilling of staff in order to improve the Agency’s ability to monitor and secure our island’s borders, by preventing and detecting illicit products and activities and combating illicit financial activities. The agency’s Border Protection Division also maintains strong collaborative links with other law enforcement partners locally, regionally and internationally in carrying out this mandate and improve our ability to intercept and investigate transnational criminal activities. The JCA team must remain vigilant in enforcing our laws, investing in technology, training and data analytics to ensure that our country is positioned to face these emerging threats. The JCA’s drive to modernisation and improved efficiency of its physical inspection process led to the implementation of the Contactless Clearance Process. This process, which is currently limited to Non-Commercial Cargo, makes it easier for importers to clear cargo and for Customs Officers to conduct inspections in a controlled, sterile and secure environment. The Contactless Clearance Process reduces congestion and wait time, as well as improves cargo flow through the warehouses. Stakeholder engagements have been important elements of the JCA’s success. Through its Customs Business Interaction the JCA meets with stakeholders, at their business locations providing an opportunity to engage directly with the JCA Executive Team first hand on ‘their own grounds’. On this occasion of International Customs Day and Customs Week, I wish to acknowledge the hard work of the members of the Jamaica Customs Agency, led by CEO & Commissioner Dr. Velma Ricketts Walker, in advancing the efficiency and security of trade, which is necessary for economic growth and national development. EFFICIENCY: MODERNISING TO FACILITATE TRADE Efficiency is at the heart of our mission to enable seamless trade and passenger processing, while reducing delays and ensuring compliance. Through digital transformation, the JCA has made significant strides in modernising customs procedures. Efficiency is the cornerstone of a thriving trade environment. At the JCA, we have prioritised modernisation, leveraging technology to simplify processes and reduce barriers to trade. Our implementation of the Jamaica Single Window for Trade (JSWIFT) exemplifies this commitment, enabling seamless digital interaction across border regulatory agencies. With over 10,000 registered users and 86 digitalised services, JSWIFT has transformed the trade ecosystem, saving time and reducing costs for traders. Central to efficiency is our human resources and the employees of Jamaica Customs are the backbone that drives this efficiency. The achievements of the agency permeate from their continued dedication to the agency’s motto ‘Country Above Self.’ I therefore take this opportunity to applaud the staff for their unwavering commitment to the agency’s mission, vision, mandates and core values. In 2024, we surpassed revenue collection targets by embracing data-driven approaches. Moreover, our adoption of non-intrusive inspection tools, including scanners has enhanced the speed and accuracy of Customs operations, reducing processing times while ensuring compliance. We also continue to strengthen partnerships with stakeholders, hosting over 60 engagements during this year alone, including our “Customs Meets the Community” tour and industry-specific sessions with trade partners, such as Customs Business Interaction (CBI). These efforts ensure that businesses, both large and small, are equipped to navigate customs processes efficiently. These advancements demonstrate our commitment to fostering an environment where businesses, large and small, can thrive, contributing to Jamaica’s economic prosperity. SECURITY: SAFEGUARDING JAMAICA’S BORDERS Securing Jamaica’s borders is more than a mandate; it is our responsibility to protect our nation from transnational crime and illicit trade. In 2024, the JCA recorded a 41% increase in seizures of contraband, including narcotics, firearms, and ammunition. This achievement is a testament to our enhanced risk management capabilities, strengthened collaborations with local and international law enforcement, and investments in cutting-edge surveillance technologies. In alignment with international best practices and standards, we are reinforcing supply chain security by implementing best practices that deter the movement of illicit goods. Our focus on combating financial crimes, including money laundering and trade mis-invoicing, reflects our commitment to disrupting criminal networks and preserving the integrity of Jamaica’s economy. As we look to the future, we are also building resilience into our operations. The JCA has developed robust crisis preparedness plans to address environmental, health, and cybersecurity threats, ensuring continuity and adaptability in the face of challenges. PROSPERITY: DRIVING INCLUSIVE AND SUSTAINABLE GROWTH Customs is not just a regulator; it is a key driver of national prosperity. By facilitating trade and ensuring equitable revenue collection, the JCA supports Jamaica’s socio-economic development. In 2024, our revenue collections exceeded projections, with merchandise trade contributing 90% of total collections. This success enables the government to invest in critical areas such as education, healthcare, and infrastructure. Our efforts also extend to promoting sustainability by aligning with green economy goals. By facilitating trade in eco-friendly goods and supporting carbon-neutral supply chains, we are ensuring that economic growth goes hand in hand with environmental stewardship. Our commitment to sustainability is evident in our efforts to promote eco-friendly trade practices. From facilitating the import and export of green technologies to reducing the environmental impact of Customs operations, we are aligning economic growth with sustainability goals. Additionally, we are fostering innovation by engaging with our customers, and providing guidance and support to help them enter global markets. A WEEK OF CELEBRATION AND REFLECTION The JCA is proud to mark International Customs Day with a week of activities that reflect our values and contributions. From a church service to start the week, to our stakeholder appreciation events, and our newspaper supplements to share our stories, as well as highlight the work of our partners and industry players; we aim to engage and inspire all Jamaicans. Importantly, this year, the JCA will launch its inaugural Customs Lecture Series and Dialogue, primarily focusing on academia and university and college level students, marking a significant milestone in our commitment to intellectual discourse, as well as professional development. We believe that empowering the next generation with the requisite knowledge and skills is essential to sustaining Jamaica’s progress. As entities working to create a Jamaica for future generations, we acknowledge that our long-standing partnership plays a pivotal role in advancing Jamaica’s maritime sector. Together, we have made significant strides in modernising systems to improve operational efficiency and border security. The investments in technology made by the PAJ and the well-established partnership with the JCA have positively impacted efficiency across Jamaica’s cruise and cargo ports. The JCA played an integral role in welcoming approximately 1.2 million cruise passengers across Jamaica’s five cruise ports in 2024. The PAJ acquired and installed four modern baggage scanners that enabled greater efficiency in cruise passenger processing. The smooth movement of visitors annually reflects the synergy between both entities in supporting economic growth while delivering a high standard of service. The consistent provision of high quality and secure services are necessary for the expansion of Jamaica’s cruise industry. Additionally, the installation of eight advanced pallet scanners by PAJ’s subsidiary company, Ports Management and Security Limited (PMSL), has bolstered cargo inspection capabilities by improving security and processing times. These investments highlight our shared commitment to leveraging technology to maintain Jamaica’s competitive edge as a logistics hub. Consequently, at the forefront of our collaborations is the handover of PMSL scanning operations at the ports to JCA. Another standout example of our partnership is the successful integration of the Port Community System (PCS) with JCA’s Asycuda World, which has streamlined port operations, improved cargo management and reduced delays. For the upcoming year, PCS is targeting further changes to modernise port processes to include: the development and implementation of IMO FAL forms, removal of the physical Bill of Lading and development of the Warehouse Module, PCS Truck Appointment System/KFTL Navis Integration and the Air Export Module. Finally, we extol JCA’s extraordinary commitment to safeguarding Jamaica’s borders, facilitating trade and delivering world-class services. The shipment, falsely declared as groceries and clothing from the United States, was later found to contain 52 firearms. This major interception underscores Jamaica Customs’ commitment to securing the nation’s borders and preventing illegal importation of firearms. Customs Top Ten Stories for 2024! JAMAICA CUSTOMS AND JCF CONDUCT MAJOR GUN SEIZURE AT KINGSTON PORT One of the most significant achievements of 2024 for the Jamaica Customs Agency (JCA) was the interception of a massive illegal firearms shipment at the Kingston Port, carried out in partnership with the Jamaica Constabulary Force (JCF). NAME OF FEATURE | THE GLEANER | SUNDAY, FEBRUARY 2, 2025 26 INTERNATIONAL CUSTOMS DAY/CUSTOMS WEEK FEATURE AS THE Jamaica Customs Agency (JCA) celebrates International Customs Day on January 26, 2025, under the theme: ‘Customs Delivering on its Commitment to Efficiency, Security, and Prosperity’, the Jamaica Single Window for Trade (JSWIFT) stands out as a beacon of innovation and progress in trade facilitation. JSWIFT, a Government of Jamaica initiative, simplifies and streamlines cross-border trade by providing a centralised platform for submitting and processing trade-related applications. Since its inception, JSWIFT has revolutionised how traders interact with regulatory agencies, reducing transaction times and costs while enhancing efficiency and collaboration. In 2024, JSWIFT achieved remarkable milestones. With over 10,551 registered users, the platform processed 250,097 payments totalling over J$2.99 billion and issued some 218,095 permits, 13,385 certificates, and 4,644 licences. These numbers reflect a thriving system that continues to meet the growing demands of Jamaica’s trade community. To date, twelve (12) Partner Government Agencies (PGAs) have been integrated into the system, offering 86 import and export services. These include essential processes such as Motor Vehicle Dealership and Customs Broker Licensing, permits for Motor Vehicle and Equipment Imports, Agricultural Commodities, Pharmaceuticals, Medicaments, and Controlled Substances Imports, as well as Hazardous Substances and Veterinary Export Health Certificates. The inclusion of agencies such as the Sugar Industry Authority (SIA), the Jamaica Dairy Development Board (JDDB), and the National Compliance and Regulatory Authority (NCRA) in 2024 further broadened the scope of services being offered. Upcoming plans include onboarding eight additional PGAs, which will include the Ministry of National Security (MNS), the Ministry of Foreign Affairs and Foreign Trade (MFAFT), and the National Environmental and Planning Agency (NEPA). These integrations will further streamline services, bringing all major trade-related processes under one digital umbrella. JSWIFT’s commitment to capacity building is evident in its robust training and awareness programs. In 2024 alone, 298 individuals were trained through 36 sessions, bringing the total number of training sessions since 2019 to 2,212. These efforts ensure that stakeholders, from traders to brokers, are wellequipped to navigate and use the platform to take full advantage of the services being offered. Leveraging technology, JSWIFT offers blended learning opportunities via its Learning Management System (LMS) and YouTube channel. With 46 videos and 57 training courses available, users have 24/7 access to resources tailored to their needs. JSWIFT’s Phase Two is set to deliver significant advancements, including faster system response times, enhanced identity verification services, and integration with the National Business Portal and other external services. A major milestone will be the acceptance of JAM-DEX, Jamaica’s Central Bank Digital Currency, as a payment method, aligning with the nation’s push toward digital transformation. The platform will also strengthen its data protection compliance and refine operational processes, ensuring it remains at the forefront of trade facilitation. NAME OF FEATURE | THE GLEANER | SUNDAY, FEBRUARY 2, 2025 27 INTERNATIONAL CUSTOMS DAY/CUSTOMS WEEK FEATURE THE JAMAICA Customs Agency (JCA) plays an integral role in supporting Jamaica’s economic growth and sustainable development by facilitating efficient customs processes and the enforcement of various laws and regulations, pertinent to the cross-border movement of cargo and people. The revenue generated from these activities accounts for at least 35% of the Government of Jamaica’s (GoJ) tax revenue and 10% of the gross domestic product, annually. Two such legislative frameworks enforced are the Fiscal Incentives (Miscellaneous) Act of 2013, aimed at stimulating key sectors of the economy, and the Charities Act of 2013, the provisions of which have the effect of reducing the tax liability on businesses and registered charitable organisations. The reduced tax liability is a cost to the government, in the form of potentially foregone revenue, referred to as tax expenditures. Many charitable organisations focus on social services, including education and healthcare, as well as community rehabilitation and development. They play a significant role in alleviating poverty and addressing inequality. The GoJ supports the contribution of charitable organisations by relieving the applicable duties, taxes and fees on designated charitable consignments. For the period January to December 2024, the tax expenditure processed by the JCA was approximately $1.9B. This partnership ensures that more resources are directed toward social welfare and community development. This positive impact on socio-economic well-being supports Jamaica’s security and prosperity through a healthier, more educated, engaged and productive workforce. The fiscal incentives benefit a wide range of sectors, including manufacturing, tourism, healthcare and the creative industries, through exemptions of duties, deferral of taxes and discount on fees. For the calendar year 2024, the tax expenditure in respect of productive inputs was $170.1B. The government deems this a worthwhile investment designed to improve affordability and quality service delivery to Jamaicans and encourage local expanded production of goods and services, job creation, export promotion and competitiveness in global markets. Effective April 1, 2024, the De Minimis Value – the maximum value on which duties and taxes are not levied, was increased from US$50 to US$100. This policy shift is intended to boost e-commerce activities and greater operational efficiency at the JCA. Additionally, the passenger duty-free threshold for personal and household effects was increased from US$500 to US$1,000. As such, passengers travelling with or who have unaccompanied dutiable items of value not exceeding US$1,000, are not required to pay duty and taxes. The total benefit accruing to passengers from April 1, 2024, to December 31, 2024 was $2.6B, and reflected an increase of 73% from the $1.5B recorded for the same period of the previous fiscal year. This is indicative of greater utilisation of the benefits provided by the government. Aggregately, the total tax expenditure or revenue foregone for the period January to December 2024 was $179.2B. While fluctuations in the benefits accruing to respective sectors were observed, the aggregate value remained flat year-on-year. Despite the significant tax expenditure, the JCA maintained its revenue collection efficacy. The average revenue yielded from each dollar of imports remained unchanged at 24%. Continuous improvement of the revenue assurance mechanisms, as well as the nature and composition of the respective year’s tax base, may have contributed to this result. The JCA’s revenue assurance mechanisms are designed with you in mind – equitable collection and revenue adequacy to support the GoJ’s socio-economic programmes. These include valuation assessment and classification, passenger baggage and cargo inspection, post-clearance audit and arrears management. Through a risk-based approach, these activities are effected to ensure compliance with customs laws and regulations, as well as affiliate legislations. For instance, through the diligent effort of the Post Clearance Audit Team, additional revenue of $0.464B was assessed for calendar year 2024, and reflected a 61% increase from the $0.288B assessed for 2023. This additional assessment represented only 0.2% of the total merchandise trade revenue for 2024 but a significant step towards achieving equitable collection.
