Beverly Sinclair
Ms. Beverly Sinclair was awarded one contract by the St. Ann Municipal Corporation during the period under
review. Ms. Sinclair, who was disclosed to be the mother of Ms. Andrea Smith, former CDF Consultant, Office
of the Member of Parliament, South East, St. Ann, appeared before the Contractor General on October 1, 2015.
The following representations were made by Ms. Sinclair during the referenced Hearing as it regards the
manner in which the contract was awarded to her:
