Having regard to the purported subcontracting of the works by Mrs McDonald, the OCG probed whether
the St. Ann Municipal Corporation was advised and Mrs. McDonald responded in the following manner:
“Right, and they know, the office knows that it was
subcontracted.”

The following representations were also made as it regards the payments for the works which were
subcontracted by Mrs. McDonald:
“CHAIRMAN:
… Now madam, are you able to say
how the work was subdivided in the
eight divisions or you just paid the
eight persons and left it up to them to
subdivide the money?
A:
I paid the eight persons and they
would just pay the workers, they get
the workers and they would pay the
workers
.
…
CHAIRMAN:
... Now, the cheque collection, this
cheque that I am referring to at this
time, you say you know of another
contract maybe, a cheque for
$414,900, you - -
did you personally
go and collect this cheque?
A:
Yes, I did.
