The National Qualifications Framework of Jamaica (NQF-J) is a tool that classifies all qualifications in the country. It recognizes all qualifications, knowledge, and skills and allows learners, training providers and employers to gain information about the broad equivalencies of qualifications. The framework describes what learners should know and understand and places qualification into various sectors of education, including: secondary, technical & vocational, occupational degrees, lifelong learning, and tertiary education. The framework provides clarity through level descriptors which explain thebasisof eachclassification and enables qualifications to be assigned to a level. These descriptors include knowledge and understanding, application & practice, autonomy & responsibility, and life skills. The framework also explains the different types of qualification/levels and show how an individual can progress to higher education and training using various pathways. Level 1 Directly Supervised Worker: this level captures the basic knowledge and skills, where candidates carry out simple tasks and roles relating to the immediate environment. The candidate uses basic, practical skills to perform repetitive and predictable tasks with support and close guidance. Level 2 Supervised Skill Worker: Candidates have a basic factual knowledge of a field of work or study, where basic cognitive and practical skills are required. Individuals use relevant information to carry out tasks and uses relevant tools to perform routine tasks with clear instructions. Level 3 Supervisor: Level 3 of an NVQ-J or CVQ is equivalent to a Diploma. With a Level 3, individuals understand theoretical knowledge and information; related to complex procedures in a specific field of work or study. They are able to access and evaluate information independently, applying knowledge in a range of complex activities. Level 4 Middle Manager: A Level 4 certificate is equivalent to an Associate Degree. At this level the individual understands and analyses broad theoretical, practical, and technical knowledge related to a field of work. One should also be able to analyse the reliability and validity of different sources of information. Level 5 Manager: Level 5 reflects the ability to identify, select and use relevant and appropriate knowledge, skills and technology to complete tasks and procedures and address problems with a measure of complexity with autonomy and judgment. This level includes the ability to demonstrate leadership, teamwork, and critical thinking skill. Level 5 is equivalent to a bachelor’s degree. Level 6: Specialist: reflects the ability to identify, select and use relevant and appropriate knowledge, skills and technology to complete tasks and procedures and to address problems that are complex and nonroutine. At this level an individual can communicate information, arguments and analysis accurately and reliably, orally and in writing, to specialist and non-specialist audience. A Level 6 certificate is equivalent to a Post Graduate certificate or Diploma. Level 7 Specialist/Multi Discipline Professional: Level 7 recognises the application of relevant knowledge, methods, and skills for the workplace. It involves the systemic understanding of highly specialized knowledge in a field of learning, with the individual possessing in-depth specialized or multi-disciplinary theoretical and practical knowledge. The learner can communicate issues and conclusions clearly to specialist and non-specialist audiences. Level 7 is equivalent to a master’s degree. Level 8 Specialist: The equivalency for a Level 8 certificate is a Doctoral Degree and the highest level of education. It involves demonstrating mastery in a significant range of principal skills, techniques, tools, practices, and materials. One is able to communicate complex and ambiguous ideas and conclusion effectively and clearly.
