HEART NSTA Trust 2022

For the 2022 - 2026 strategic period dubbed the Triple Access Strategy, in support of theVision2030National Development Goal 1 “Jamaicans empowered to achieve their fullest potential” and the economic and security agendas. In this strategy the Trust will focus on: 1. Enhancing the quality of training and certification towards improving Jamaica’s global ranking in the quality of technical vocational qualification and training (TVET) in the Global Competitiveness Index. 2. Increasing services to youth at risk 3. Strengthening the TVET ecosystem (reach and participation) The Trust will enhance training and certification, thus contributing to Jamaica having an improved ranking in respect of quality vocational training. During the 2022/23 financial year, the Trust will strengthen its regional TVET leadership, advocacy, research, innovation and benchmarking of best practices; strengthen science, technology, engineering, arts and mathematics (STEAM) in the TVET curriculum and improve its capacity (infrastructure and employees). The Trust will also increase services to at-risk-youth, to reduce the probability of them being unemployed or engaged in antisocial behaviours. Emphasis will also be placed on certifying Jamaicans in emerging skills, developing a digitally literate citizenry, strengthening the TVET ecosystem, lifelong learning, the facilitation of decent work and employee engagement. Highlights for the next half year includes the: 1. Enrolment of 116,595 in TVET and other training programmes 2. Enrolment of 15,000 at risk youth 3. Certification of 49,063 in TVET and other training programmes 4. Placement of 7,300 in decent work 5. Provision of financial support to 130 entrepreneurs 6. Launch of a rebranding and brand awareness campaign 7. Upgrading of six (6) TVET training labs 8. Upgrading of 200 TVET instructors 9. Provision of 60 tertiary TVET scholarships to unattached youth to pursue studies at any local accredited education and training institution of higher learning The Trust will embark on several initiatives during the 2022/23 financial year that will result in significant benefits to trainees, employees and the nation at large. These initiatives include: Supporting the Social Housing Programme Between the period 2015-2020 the Trust expended approximately $1.45 billion on training material. As the country recovers from COVID-19 the Trust must assume its role as national development agency that offers training, rather than as a training agency. One of the ways in which the Organisation will do this is to deliberately reorient its activities such that a percentage of the training material budget is used for national development activities. The national project earmarked for focus is the Government’s Social Housing Programme through the Tiny House initiative. Six (6) beneficiaries will benefit in 2022/2023 financial year. The construction of the houses will be done by HEART Trainees from a range of skill areas under the supervision of their instructors. The houses will be built with the following features: • Solar - photovoltaic system • Smart electrical fixtures • Solar water heating • Rainwater harvesting • Sustainable agriculture practice • Climate change resilience building system (insulated concrete panel) This approach will optimise value creation using the training material that would still otherwise be used in training, provide work experience to trainees and a sense of pride knowing they are contributing to nation building.
