Mrs. Joan McDonald also advised the OCG of a discourse which took place between herself and Mr.
Richard Lake, Executive Committee Member, South East St. Ann Constituency and spouse of Ms. Lisa
Hanna, Member of Parliament, South East St. Ann, relating to the subject contract which was awarded to
Mrs. Joan McDonald by the St. Ann Municipal Corporation and her appearance before the Contractor
General on July 15, 2015. The following representations were made:
“CHAIRMAN:
Remember on the last occasion I
asked you whether or not Mr Richard
Lake met with you and your husband
and advised you what to come here
and say, ma'am?

At the time when you ask me? He told

CHAIRMAN:
He who, ma'am?

After the Hearing I went to Mr Lake
and he said to me how was it. Right.
MR FRANKSON:
Did you hear the question asked? The
Contractor General is asking you, did
Mr Richard Lake tell you to come and
do this? That's what he is asking you.
He is not asking you about after you
came here. He is asking you about
something before you came here. The
question is, did Mr Lake tell you that?
That's the question the Contract
