Based upon the aforementioned statements and alleged involvement of Mr. Richard Lake, the OCG
deemed it prudent to require that Mr. Lake provide responses to the allegations made by Mrs. Joan
McDonald, specifically as it regards any instruction which may have been provided by him in relation to
the OCG proceedings and the evidence of Mrs. Joan McDonald. The following extract of the transcript of
September 15, 2016, is represented below:
“CHAIRMAN:
Your name is Richard Lake, sir?
MR. LAKE:
Yes.
CHAIRMAN:
You presently sit on a number of
committees for the Southeast St. Ann
constituency office?
MR. LAKE:
Executive Committee, yes.
CHAIRMAN:
How long have you sat on that
Executive Committee?
MR. LAKE:
My recollection about four (4) years.
CHAIRMAN:
During that time did you meet or
become familiar with one Mrs. Joan
McDonald who owns a hardware
establishment Coltart
[sic]
in St. Ann?
MR. LAKE:
Yes, I am aware – Joan was also a
member of the Executive Committee.
CHAIRMAN:
Is she presently a member of the
Executive Committee?
