Based upon the above submission, the OCG notes, with particular interest, that “
Cde Patricia Clarke
”
was elected to the South East, St. Ann Constituency Executive for the period 2015-2016. Instructively, the
OCG sought, without success, to summon, for the purpose of its investigation, one “Patricia Clarke” to
whom a contract was awarded by the St. Ann Municipal Corporation, in the amount of $360,000.00, upon
the recommendation of the Member of Parliament, Ms. Lisa Hanna.
Additionally, the OCG has observed that a contract was awarded by the St. Ann Municipal Corporation to
one ‘Delton Walker’ in the amount of $380,000.00. Instructively, and based upon the above stated
document retrieved from Ms. Andrea Smith, one “ Delton Walker” served as a member of the South East
Constituency Executive for the period 2011-2012, in the capacity of “
Vice Chair
”.
Having regard to the foregoing, the OCG highlights the following representations which were made by
Ms. Hanna in respect of certain questions which were posed by the Contractor General concerning the
basis for the selection of identified persons:
“Q: Let me put if it another way. Have any persons who
are aligned to the Jamaica Labour Party been
awarded contracts under the Southeast St Ann
Constituency office?
A:
I have given people who are part of the JLP, who are
known JLP activists work that goes on in the
constituency.
Q:
Between 2012, 2013 and 2014?
A:
I can't remember, there are a lot of persons.
Q:
That's why I put it that way because if there are
persons who have been given other than along
political lines.
