Notwithstanding the foregoing, it is the OCG’s finding that of the nineteen (19) names listed on
letters dated December 17, 2013, December 18, 2013 and December 10, 2014,

which resulted in
the award of contracts by the St. Ann Municipal Corporation twelve (12) are associated and/or
affiliated with the People’s National Party. The extent of the affiliation and association are as
detailed in the table represented above.
Having regard to the responsibilities of the St. Ann Municipal Corporation for the implementation of
government contracts and in this regard, CDF funded projects, the OCG questioned whether the
Corporation had established mechanism which served as a verification process for the persons who are
recommended for the award of contracts within this specific threshold. The following responses were
provided by Mr. Alfred Graham, former Secretary Manager, St. Ann Municipal Corporation:
