The contract was duly signed by Jennifer Edwards, then Executive Director, NSWMA, and Ms. Evadney
Wollaston, in the presence of Mr. Ezekiel Russell. A copy of a Purchase/Service Order No. 13819,
P.Reqn. No – 24023, dated December 12, 2013 from the National Solid Waste Management Authority to
Evadney Wollaston in the sum of $430,000.00 also stated,
inter alia,
as follows:
“To undertake bushing work on both sides of road from
Green Park to Top Higgin Town in St Ann under the
TEF/NSWMA Christmas Program”

The Purchase/Service Order indicated that the goods were received in satisfactory order and that the work
was satisfactorily completed. The Purchase/Service Order indicated that the amount of $430,000.00 was
approved for payment by the NSWMA Accounts Department on December 20, 2013.
Contract Awarded to Winston Riley
The contract which was awarded to Mr. Winston Riley was signed on December 4, 2013, stipulated the
following clauses as it relates to the obligation of the contractor:
