certified as completed by a representative from the NSWMA
and a representative from the National Works Agency
(NWA) and the contractor has submitted an invoice for the
works executed.”

It was further observed that the contract was signed by Ms. Jennifer Edwards, then Executive Director,
NSWMA, and Mr. Owen Grant in the presence of Mr. Ezekiel Russell. The Purchase/Service Order No.
13818, P.Reqn. No – 24022, dated December 12, 2013 from the National Solid Waste Management
Authority to Owen Grant in the sum of $350,000.00 stated,
inter alia,
as follows:
“To undertake desilting of road ways and clearing of side
drains from Green Park to Top Higgin Town in St. Ann
under
the
TEF/NSWMA
Christmas
Maintenance
Program”

The Purchase/Service Order indicated that the goods were received in satisfactory order and that the work
was satisfactorily completed. A copy of the Remittance Advice with reference No. A1017973 dated
December 20, 2013 indicated that the sum of $350,000.00 was paid to Owen Grant.
Contract Award to Evadney Wollaston
The contract which was awarded to Evadney Wollaston, was signed on December 3, 2013, and outlined
the following specific clauses:
