Summary of Response by DSP Turner
10.96.
The following is a summary of DSP Turner’s response:
(i)
There is a strong imputation of bad faith ascribed to the JDF
namely, that the officers of that Force tailored their
statements after seeing the witness statements of the JCF

(ii)
The Commissioners are accused of “maligning” JCF officers

(iii)
The Commissioners unfairly target the JCF officers for
unfavourable comment.
(iv)
There are references to statements of persons not called as
witnesses.
(v)
The Commissioners do not understand the state of affairs
that existed in West Kingston at the time of the State of
Emergency.
(vi)
“The JCF were not the bad guys”.
