The Toll Authority, a statutory body established under the Toll Roads Act,

is responsible for overseeing the toll road infrastructure by:

(a) Regulating the operation and maintenance of toll roads and other facilities on or

adjacent to toll roads

(b) Monitoring compliance of concessionaires with terms and conditions of concession agree-

ments

(c) Advising the Minister on matters of general policy relating to the design, construction,

safety regulation, operation and maintenance of the toll roads in Jamaica.

The Toll Roads infrastructure comprises two distinct links

operated by two separate concessionaires

– namely –

Trans Jamaican Highway Ltd

(TJH)

and

Jamaica North South Highway

Co. Ltd.

(JNSH).

The two links are:

The East-West Link operated by Trans Jamaican Highway Ltd is approximately 51 kilome-

tres, running from Mandela Highway to May Pen and from Marcus Garvey Drive to Portmore

inclusive of the Vineyards, Spanish Town, May Pen and Portmore Plazas.

The North-South Link, which is operated by Jamaica North South Highway Co. Ltd, runs

from Caymanas to Ocho Rios (Mammee Bay) – a distance of approximately 64 kilometres.

The Toll Roads allow one to speed up one’s commute while also providing the funding for the

infrastructure’s operations and maintenance without relying on the government’s coffers or

taxes. With the advent of Toll Roads, motorists have been able to cut their travel time drasti-

cally in going about their daily activities. This cuts down on the consumption of fuel and,

lessens the wear and tear on motor vehicles and adds to productivity. Additionally, com-

muters are assured of a hassle-free experience and allows for an appreciation for the flora and

fauna along the routes where the roads traverse.

The speed limit for example on the East-West leg (Mandela to May Pen is 110 km which

allows one to travel at much faster speeds as opposed to the regular roads.
