That is what supposed to happen every
time?
A:
Yes, sir.”

In relation to the presentation of blank contract forms to contractors, Mr. Christie indicated one occasion on in
which a blank form had been presented to him by an officer of the St. Ann Municipal Corporation. Mr. Christie
stated as follows:
“CHAIRMAN:
Okay. When you signed any of these
contracts you signed any blank form?
A:
Well, to be truthful sir, I am not telling you
nuh lie, the first time one was for blank
still
but I say no is not so sir, so the Chap
from the Parish Council or wha' come fi
write, I said I have to see what I signing
for.
CHAIRMAN:
So the first time them give you a blank form
to sign...
A:
Come with, but I didn't sign it, sir.
CHAIRMAN:
So who did that, come with the blank form to
sign? That's Miss Smith or Mr. Russell?
