Mr. Riley also advised the OCG during the referenced hearing that for the contracts that he received and the
cheques which were disbursed by the St. Ann Municipal Corporation, he collected the said cheques and paid the
workers who were engaged:
“CHAIRMAN: Now, for the times that you have actually, all the
contracts that you have gotten, where were you
paid?
A:
Where were I paid?
CHAIRMAN: Yes.
A:
Well, like when I do the road work I get pay from
the Parish Council.
CHAIRMAN: And you go and collect it yourself?
A:
Yes.
CHAIRMAN: And when you collect it, what you do with the
cheque, you cash the cheque?
A:
Yes, me cash it.
CHAIRMAN:
And when you cash the cheque what you do with
the money?
A:
Pay the workers
.
CHAIRMAN: Where you pay the workers?
A:
Well, I can call them and pay them.
CHAIRMAN: I mean you pay them at the Parish Council, you go
to another place? Is there a place you go to and pay
them?
A:
The office is in St Ann's Bay so I would have get
back to the areas where the persons come from
where the work is, so I go to that area and pay the
people them
.
