Roderick Riley
Mr. Roderick Riley was awarded 16 contracts by the St. Ann Municipal Corporation, during the period August
2012 through to December 2015. The OCG has only seen evidence of 14 contract documents, given that in two
(2) instances, only cheque payments were provided to the OCG. Mr. Riley, during his appearance before the
Contractor General on October 22, 2015, informed the OCG that he was previously employed by the St. Ann
Municipal Corporation to supervise works on occasions. The following representations were also made as it
regards the manner in which the referenced contracts were awarded and Mr. Riley’s engagement with the
Corporation:
“CHAIRMAN: What type of work do you do, sir?
A:
Work on the roads.
CHAIRMAN: What sort of work you do on roads, sir?
A:
Like asphalting.
CHAIRMAN: Asphalting?
A:
Yes, prepare.
CHAIRMAN: Prepare it. And where you get your experience from,
sir?
A:
Same place at the Parish Council.
CHAIRMAN: You used to work at the Parish Council?
A:
Yes.
CHAIRMAN: From when and when you used to work at the Parish
Council, sir?
A:
I don't remember the time exact but a very long
time.
