A:
No, sir.
CHAIRMAN: Never ever?
A:
No, sir.
CHAIRMAN: And you have signed contracts for all the jobs you
have done? You have signed actual contract forms
for all the work you have done?
A:
Yes, sir, the Parish Council thing.”

In respect of the contracts which were awarded to Mr. Riley for the resurfacing of damaged roadways, the
Contractor General sought to ascertain whether Mr. Riley had the capacity to effectively execute and perform
the tasks associated with this contract:
“CHAIRMAN: Now, how long were you working at the St. Ann
Parish Council that gave you this knowledge of say
asphalting roads and fixing, how long were you
there, this fortnightly job that you had?
A:
I do a couple of years.
CHAIRMAN: About how many? You are not that old you know,
Mr Riley, you must can remember it, you are not
that old.
A:
You see, is a long time you know, sir, so me nuh
really know. About ten years fe gain experience, me
go 'bout ten years, somewhere bout there because I
did work with RADA same way.
CHAIRMAN: To do some of their roads?
A:
Yes, farm roads.”
