CHAIRMAN: Like when you get work and you get a cheque in your
name, you have a list, you have records of all the
persons you have employed?
A:
Well the list, me nuh really mek up a list because
some of them me just know them by face.
CHAIRMAN: So you just have it in your head who supposed to
get money?
A:
Well you know the amount of days them work and
all that.
CHAIRMAN: You know the amount of days, so how you know,
you write that down or you keep that in your head
too?
A:
No, I can write it, I have a book.
CHAIRMAN: I didn't ask you if you can, I am asking if in the
instances...
A:
I write it in a book also.”

During the course of the referenced hearing, Mr. Riley verified his receipt of the cheques which were prepared
and made payable to him by the St. Ann Municipal Corporation and which have been included in Appendix 2 of
this report. In addition, the circumstance surrounding the award of a contract in the amount of $324,999.00 was
probed. The following discourse ensued, during which Mr. Riley admitted that the contract and payment was a
“
group contract
”:
“CHAIRMAN: That contract is for Christmas work 2013 where
you were paid $324,999.00. Remember getting a
cheque for that amount, sir, $324,999.00?
A:
That is 2013?
CHAIRMAN: This is from 2013, sir, for Christmas work done the
12th of December, 2013.
