The identification card which was utilized in the encashment of the cheque at the bank on record was identified
by Mr. Jarrett as his Electoral Registration ID card, the registration number confirmed by Mr. Jarrett and
independently by the OCG. Mr. Jarrett, however, maintained that he did not collect the referenced cheque nor
did he provide his Electoral Registration ID card to a third party.

Kadeon Grant
A total of four (4) contracts were awarded to Mr. Kadeon Grant by the St. Ann Municipal Corporation, during
the period under review. Mr. Kadeon Grant appeared before the Contractor General on June 1, 2017, and
advised the OCG that he had received contracts from the St. Ann Municipal Corporation, through the South
East St. Ann Constituency Office and Mr. Ezekiel Russell, former Constituency Secretary. It was further
indicated by Mr. Grant that recommendations were made by the Councillor for the Bensonton Division, Mrs.
Lydia Richards. The following representations made by Mr. Grant during the referenced hearing are instructive:
