Contract Awarded to Ms. Elsie Fullerton
Ms. Elsie Fullerton was awarded a contract in the amount of $400,000.00 by the St. Ann Municipal
Corporation. The OCG was unable to make contact with Ms. Fullerton, during its investigation to
ascertain the circumstances which led to the award of contract, as well as to ascertain the manner in which
the contract was executed by Ms. Fullerton.
Ms. Andrea Smith, however, made the following representations as it regards the basis upon which Ms.
Fullerton was selected by the Office of the Member of Parliament, South East, St. Ann:

Elsie Fullerton is from the Moneague
Division. Again she has been – I came there
and saw her, she has experience; she knows
practically everyone
.
She's an Area Leader
as well and a Delegate
CHAIRMAN:
When you speak about Area Leader – you
gave three. You just said Area Leader and
you said Delegate, there is a name you used
in between
